Long story short, I didn't end up getting a paper I could use since the instructions weren't followed both times, and was submitted passed the deadline. Not giving a super terrible rating because it seems like the writer has done great jobs with other people as per his page, so my experience could've just been a flop.

First attempt did not reference that it was to be based on Canadian topic and did not refer to the reference documents as request. Second submission was an entirely new topic which was fine but did not use the references as originally, and reminded to use on the second draft. Used this service a few times previously and was satisfied. Very disappointed this time.
